 Le festival international de Dieppe est réellement un incontournable, par son importance et par le renom de beaucoup de cerf-volistes présents. Il tente d'évoluer, avec les contraintes budgétaires, avec des idées d'animation innovantes, en essayant d'en maintenir son esprit et son concept. Ce n'est pas toujours facile. Le dévouement de l'équipe organisatrice ne suffit pas toujours à pallier à quelques déficiences. Par exemple les activités de " l'université du cerf-volant" sont restées en marge du festival faute de publicité, d'information, et d'affichage suffisant.

L'incident dont j'ai été victime montre de façon éloquente le manque de responsabilisation et le sans-gêne de certains cerf-volistes. Il dénote une lacune dans les fonctions de l'organisation, qui se retrouve aussi sur d'autres festivals.

Ceux qui sont ignorants des principes de base des cerfs-volants, ceux qui sont invités mais ne font presque rien voler, ceux qui passent leur temps à boire de l'alcool sur le terrain devant les enfants, ces gens là ne sont pas des cerf-volistes, et ne devraient pas être considérés comme tels.

The international festival of Dieppe is really not to be missed, by its extent and by the fame of many attending kiters. It is trying to evolve, with the constraints of accounting, with ideas of innovative activities, attempting to maintain its spirit and its concept. Often, it's not easy. The dedication of the organizing team is sometimes not sufficient to make up for some deficiencies. for example the activities of the "kite university" remained on the fringe of the festival, lacking advertisement, information, and sufficient billposting.

The incident I have been victim of, shows the lack of  responsabilisation and the brazenness of some kiters. It indicates a miss in the functions of the organisation. which is also find on other festivals.

 People who are unaware of the kiting basis, people who are invited, but are not flying kites, people who spent time drinking alcohol on the field in front of children, these people are not kiters and should not be considered as such.
